The Tennessee Lottery, which helps fund scholarships, is slightly declining in the last fiscal year.
Lottery revenue fell about 18% or almost $90 million dollars, compared to the previous year. Meanwhile expenses increased by about 7%.
Tennessee Lottery officials said part of the shift may come down to changing gambling habits, including the rise of sports betting.
Lottery President and CEO Rebecca Paul said she believes sports wagering has had some impact on the drop of revenue from about four percent growth a year to 2% growth.
Ms. Paul said the lottery is still growing but at a smaller pace.
